Proposal all start with an attribute indicating that they not "proposed" to vote yet. Indeed, they have to be approved by an accredited member of NYX, by externally calling a function of the DAO smart contract.
Once proposal are submitted to vote, they will be votable in the web UI by each holder, during a settable voting period.
